Upstash and Redis Cloud lead with a serverless, per-request model: you pay per 100K commands (Upstash) or by a consumption plan (Redis Cloud Pro), with cheap fixed monthly plans for small workloads (250 MB from $5-10/month). After Redis Inc. changed its license in 2024, AWS, Google and Aiven moved to the open-source Valkey fork; Redis Cloud and Upstash still ship Redis.
